1) “Elsbeth,” 10 p.m., CBS. Ever since “Rear Window,” mysteries have offered the idea of a silent, distant witness. Now the distance is thousands of miles: Through an art installation, a Scottish singer (Ioann Gruffudd, who’s played Lancelot and Horatio Hornblower) sees a crime that Elsbeth (shown here) sees in Manhattan. It’s a fun story that has twists appropriate for Valentine eve.
2) “Animal Control,” 9 p.m., Fox. The post-Super Bowl makeover continues for Fox. At 8 p.m. is the season-opener of “Next-Level Chef”; Gordon Ramsay audiions social-media chefs. Then this opens with Frank helping Rob Gronkowski, the Fox sportscaster who’s won been on four Super Bowl champions.
3) “Going Dutch,” 9:30, Fox. General Davidson (Joe Morton) is in town to get a promotion. Col. Quinn (Denis Leary) desperately wants a promotion, too, but Davidson hates him. Quinn’s solution: Ask his estranged daughter (an Army captain) to charm the general.
4) “Georgie & Mandy’s First Marriage,” 8 p.m., CBS. Visits from the former “Young Sheldon” stars are always welcome. This time, it’s Georgie’s mom (Zoe Perry), at war with his mother-in-law; even Pastor Jeff gets involved. That’s followed by “Ghosts” (Flower holds up the restaurant opening) and a good “Matlock” hour, involving a tech start-up.
5) ALSO: Showtime has the first two “Godfather” films at 6 and 9 p.m.; MGM+ has “The Good, The Bad and the Ugly” at 8. All three are violent, but brilliantly directed. And Viaplay streams the Estonian film “Who Shot Otto Mueller?” A mogul (and former wrestling star) is killed on his 65th birthday; each of the eight parts focuses on a different suspect.
